Anybody who's lived in a multi-story apartment building can easily relate to this. Our problems were more along the lines of people who played their stereos waaaaayyyy too loud!
Jonathan Spurlock.. yep! I think the basic premise is that loud neighbors in an apartment building have no investment in you versus them tip-toeing at 2AM in a house owned by their parents.
