This isn't one of Bowie's more familiar songs, so that's why it hasn't been done before. But if they get on your case for blaming Bush, ask them why they still blame Clinton, Carter, LBJ and FDR for things. Now I know why Bowie asked if there was life on Mars: He didn't find enough intelligent life down here!
